This is the first drill of the new year there will be additional drills this year mainly because of recruits

The captains problem now is to build a team that works together efficently at all times.

Bearing in mind that he has little control over who turns up at the station when the call comes in so all the crew must be capable of doing all the tasks efficently at any given moment.
